1420Mhz is the emission frequency of cold hydrogen gas where hydrogen's electrons transition between two closely spaced energy states as the atom absorbs energy from ambient radiation (collisions), causing the electron to jump from a lower energy state to a (slight but significant) higher energy state.*

When the electron returns to the lower energy state it generates an Electro Magnetic (EM) wave of 1420Mhz.
Out of the random "noise" of cosmic radio frequencies, it is so constant, so measured, that the initial - and exuberant thought - was that we'd found a communication signal from an alien technology!
